Diplomatic Vehicle Leasing: Tax Exemptions and Import/Export Regulations

Dallah Al Barakah Operations Team March 2026 12 min read

Newly stationed diplomats and consular staff in Jerusalem and Ramallah face an unusual procurement question early in their posting: lease locally on diplomatic- friendly terms, or import a personal vehicle through the embassy's own bureaucracy. This guide is written to help missions and individual diplomats answer that question clearly.

1. Leasing locally vs importing — a financial comparison

Importing a vehicle through diplomatic channels avoids VAT and customs in principle, but in practice the process takes months, the vehicle must be re-exported on rotation, and depreciation, parts, and qualified servicing in the region are all expensive. For postings of three years or less, a local long-term lease is usually faster, lower total cost, and simpler administratively.

2. Tax exemptions and reclaim mechanics

Diplomatic VAT relief operates differently in Israel and in the Palestinian Authority. Most missions reclaim VAT through a quarterly process; some are billed VAT-zero at source under bilateral arrangements. We issue invoices in the format your finance office requires and can adjust the line-item structure for either reclaim mechanism.

3. Diplomatic compliance and registration

Diplomatic plates can be applied to vehicles owned by the mission; on a lease, the vehicle remains in our name and is operated by mission personnel under the master agreement. For most operational uses this is the simpler path. Where a chief-of- mission vehicle requires diplomatic plates, we can arrange a separate structure.

4. Operational considerations across the Green Line

Vehicles registered to embassies in West Jerusalem face their own restrictions when entering Areas A and B. A locally-leased vehicle on Israeli plates with Dallah's cross-border policy moves freely across all three administrative zones. For missions accredited to both the State of Israel and the Palestinian Authority, this is often the deciding operational factor.

5. Procurement steps for newly stationed staff

  1. Confirm the posting length and whether the mission already has an existing fleet framework with us.
  2. Send the mission and individual contact details, vehicle class required, and expected duration. We return an indicative quote within one business day.
  3. We issue a draft master agreement, insurance certificate, and a sample invoice showing your reclaim line items.
  4. On signature, vehicle is delivered to the residence or chancery — usually within 48 hours.

Speak to our procurement liaison about diplomatic leases. We work with embassies across both jurisdictions every week.
